Procedures spell out the step-by-step specifics of how the policy and the supporting standards and guidelines will actually be implemented in an operating environment.
Guidelines
Guidelines are more general statements designed to achieve the policy's objectives by providing a framework within which to implement controls not covered by procedures. While standards are mandatory, guidelines are discretionary recommendations.
